First, make sure you have an Tcl/Tk installation not older than version 8.4. If not, get one from ActiveState.
Second, install QuickTime from Apple if you haven't already. The free version is enough. Choose to install as much as possible.
Next is the actual installation of QuickTimeTcl. In the present folder there is a QuickTimeTcl3.1 folder containing just three files, movie.tcl, pkgIndex.tcl and QuickTimeTcl3.1.dll. Localize your Tcl installation, which is normally in C:\Tcl, and drag the QuickTimeTcl3.1 folder into the C:\Tcl\lib folder. That's it! See picture for the layot on my machine.
